Housing Choice voucher?

Anybody know about The housing choice voicher offer by the department of Housing? I read the website but didn't get that much of it. Can a student apply to it while in Pharmacy school and receive it? I think that is a good way to cover for rent while in pharmacy school!!!
Any idea? Any suggestions?
