How can I know if the question is asking a general question, or passage-specific question?

Here is my confusion about how the question is stated.

In TBR Gen Chem Chapter 6, Passage 11, question 72

The question states:

What is density of helium gas at STP?

If this is a general question, it is quite simple as done in the answer key, which is just Molar Mass/22.41. However, in the passage, it mentions about a balloon, which is made of 80% He and 20% N2. In this case, the density would be Molar Mass(0.8)/22.41. This would make the answer 0.8 of the density stated in the answer key. Because the passage mentions that the balloon is filled with helium and nitrogen, so I intuitively thought that the question should be specific to the balloon mentioned in the passage. However, based on the answer, it is just asking a general question.
