How come dental schools don't accept many out of state students?

As someone who lives in a state that doesn't have any dental schools, I feel unless I just pick up and move to a state that does then I don't have that high of a chance. Is there a reason behind this?

States subsidize their public dental schools for the benefit of their residents. This is why out of state tuition is more expensive than in state tuition at state schools.
 
Some schools may give preference based on region, and not necessarily state. Also, some public schools have agreements with neighboring states that reserve a number of seats for applicants from that state.
Picking up and moving to a different state will usually not do the trick either. You would need to establish domicile, and some states are very difficult.
