How do chains determine how much to pay for a file buy?

Since Ive been looking for a pharmacy to buy, sellers have all stated that the local chain pharmacies were interested in their pharmacy. The prices that they have stated all seem to vary significantly even though the script count for the places are relatively the same. So my question is, how do chains determine how much to pay for a file buy? Is it per script? or location? Im sure they have a formula that they use.
 
Not to change the subject, but I notice you said most pharmacies you have looked at go for about 450k. What is the volume per week typically of these stores?
