How do I get access to the AF and/or Navy HPSP applications?

I have been trying to apply for a HPSP program for a while now and have contacted several different medical officers, all who have flaked out on me. Can any navy or air force dentists point me in the right direction? I know time is of the essence.

Does anyone know if it is too late to apply for the Navy HPSP?

I'm pretty sure you can still apply. The Navy board meets every couple of weeks and I know there are a few meetings left after the new year. Earlier the better though!
