How do you determine e- donating or withdrawing?

anyone have a good explanation?
 
Basically anything with an electron pair. OH OR NH2 NHCH3 Halogens are ortho/para but they do have electrons (this is only tricky one)
Carbonyls don't have any electrons to donate because the electroneg atom (Oxygen) is pulling on the electrons BUT alkyl groups like methyl, ethyl etc do have electrons to donate, but not much of a strong electron donating group.
