How does an IMG get USCE?

I guess IMGs are not allowed to touch patients. Still, there are some programs that ask that IMGs have not observerships, but hands-on USCE. How does that work? How does an IMG get USCE?
And lastly, are there any places in New York that will offer USCE to IMGs? It'll also help to know which places (in nyc) offer observerships.
