The top applicants are going to be holding more than one offer. Schools have gotten so good at what Goro calls "black magic" that they can make a number of offers that greatly exceeds the number of matriculants they want, and have exactly the right number turn down the offer to land on the desired number of matriculants without going under (or over) and not requiring the waitlist (or the measures required for over-enrollment).

A school will only go to the waitlist if it has underestimated its attractiveness in comparison to peer institutions that have also made offers to the same applicant. Some schools are getting clever and asking applicants to provide up-dates and make other gestures indicating their interest. One presumes that those applicants may be more likely to accept an offer and, if a school favors those candidates, they may have a better yield (proportion of admitted students accepting the offers) meaning that they will fill the class while making fewer offers than in the past (or needing to go to the waitlist).
