how important are resident leadership roles for a competitive fellowship?

Question about fellowship applications... although feels weird thinking about this during a global pandemic.

In my program, there are only 2 positions - "education chief" and "administrative chief," both selected by the PD or aPD.

What advantage does this provide to an applicant's fellowship application? I know everything counts, but how much does something like this count?

What about resident leadership roles like being part of the Resident Council etc?
 
Chief resident is a prestigious role that generally is seen as a plus, and most would recognize either of those role as being "chief." It is certainly not a requirement.

Unless it's a surgical residency in which case it doesn't have much meaning.
