It depends on your state. State ties matter more to some schools than others.
State ties usually means you have immediate family in the state, or maybe you spent the vast majority of your youth in that state and moved out of the state relatively recently. Some schools will consider not only their state but also the surrounding states. Example: WVU mainly favors WV residents, but also favors "out of state" students from surrounding states like PA, OH, KY, VA, MD.
You'll get more specific answers if you tell us what state(s) you are considering. If it is "your" state school and you are a resident of that state, then you don't have to worry. YOU are the tie to the state.
