How is CCl4 polar?

It is asking for which contain polar covalent bonds, not which molecules are polar. A C-Cl bond is a polar covalent bond, even though CCl4 is tetrahedral and non-polar overall.

Oh, I see the distinction now. So a molecule could have polar bonds but be totally nonpolar?
 
Ah, I think I misinterpreted the question as well by equating molecule with polar bonds with molecule is polar, which is not always 100% true as in the case with CCl4.
