Read the question very carefully. Did it ask if the molecule CCl4 is polar? (no)

It is asking for which contain polar covalent bonds, not which molecules are polar. A C-Cl bond is a polar covalent bond, even though CCl4 is tetrahedral and non-polar overall.

Yes. If those polar covalent bones are symmetrical, the molecule can overall be nonpolar

Ah, I think I misinterpreted the question as well by equating molecule with polar bonds with molecule is polar, which is not always 100% true as in the case with CCl4.
