how late is to late to apply for away rotations?

Has anyone been given guidelines about the timelines for applying for away rotations. I am trying to set up an away rotation in October, but I have been in and out of town. And due to other inefficiencies, I don't have the proper documentation needed to apply at this time. Therefore, I won't be able to finish my application and submit it until the end of June (going out of town again). I was wondering if that is to late to actually get a spot in an away rotation, even in October.

Any advice?
