I think most people don't allocate a separate time chunk to annotate FA; rather, they just annotate it throughout their studying. Whenever there is anything juicy you read from anywhere, you just flip open your FA and add it as a note in the appropriate place. So I'd say that people are annotating FA throughout their studies, however long that is.
