How many LOR's to Baylor and U Penn?

I am wondering for Baylor is the Max 3 or can you send more. For U Penn, it says 2 faculty are req, but that you can send in extra, but does not specify how many. In general when a school says you may send in extra, how many do they mean? Or do you just assume as many as you want unless they give you a max? Can anyone help out with this?
