How many months after completing the secondary application should the silence be treated as likely to be a "soft reject"?

People get II's in like June it varies by school. Ie. you aren't allowed to start panicking yet

There are some schools (such as USC and Tulane) where the probability of getting an II at this point is very low, close to zero.

OTOH are other schools who just started secondaries. Seton Hall just started sending them out on Friday.

Until the cycle is over. Last minute interviews are routinely offered at my school if an applicant cancels on us.

You should consider yourself rejected and be working on your Plan B until you have that accept email in your Inbox.

Sad to see USC is also on a very early schedule; however, I'm a firm believer of the "No news is good news" mantra, so NEVER GIVING UP!
