Outside of studying for individual rotations and shelf exams, how much time is needed? Is two weeks of vacation time used as dedicated study enough?

No. 4-6 weeks of pure study time. The only people that can reasonably knock out 2CK with < 2 weeks of study time are those with consistent high scores on shelf exams (think high 80s/90s).
 
I would have to agree with above. Many people in the year above me told me 2 weeks was sufficient as long as you have been studying for shelves. I was not doing great on practice tests with the short amount of studying and ended up pushing my Level 2 back to have more studying time.
 
My school only gives two weeks dedicated for step 2. I already plan on pushing it back further than that.
