For example if somebody gets an II to NYU would they likely get more IIs from top 40ish range schools if you applied to say 25 of them. Or could have NYU just liked something that the others maybe won’t care much about?

I would venture to say that an early II to a top 20 likely means you are a competitive candidate and will likely receive other II's come august and sept.
