How seriously do programs take signals given that we only get 3?

I’ve heard this in both directions. On one hand if you signal a program, that program will take you very seriously (unless glaring red flag) even if your app is average. On the other hand, if you don’t signal a program, that isn’t the end of the world because programs know and understand that you only get 3.
 
Supply and demand.

The MGHs, UCSFs, Mayo’s of the world likely get a lot so it doesn’t mean as much. They may even be able to fill up all their interview slots with strong candidates that signaled them. Other programs that don’t get a lot may take it more seriously
