Is there a way to express continued interest in a school without sending a letter of interest? I have already sent update letters and I am avoiding sending a letter of interest to not be annoying because of sending too many letters.

I’ve heard that too many letters will be annoying and cause more harm.

I’ve also heard that letters of interest might also cause harm if not written correctly.

You sent them an app. They know you're intetested.

The issue when applying generally isn't that they don't think you're interested in them - usually, it's that they're not interested in you. It may be because they currently have other applicants they're looking at, but have you lower on the list, or maybe they really just don't see anything interesting enough in your app to warrant an acceptance. This is why (one) good update can be helpful, if the school accepts one and you actually have meaningful things to update them on, but a LOI tells them nothing they didn't already know.

You've applied and sent your update. Now the ball's in their court, not yours.
