How to make 10 MB photo size ??

for one of the school's supp app, i need to upload a 10 MB photo online.

Well the passport photo i have is like 1,000 KB, how do i convert it to 10 MB.

any FREE website that can do this ?

Sounds quite silly, are you sure they aren't saying the maximum photo size is 10 mb? 😕
