How to take INBDE if not in US/Canada

Hello - I'm currently from Middle East and wish to take the INBDE exam. I have my Dentpin and ECE completed. My only issue is the INBDE exam centers are all located in US/Canada. I'm currently studying for it but was wondering is do I schedule the exam and apply for B1 tourist visa. I'm assuming i can't apply for Student visa since no program has accepted me.

On Prometric site it lists locations also in Guam and Puerto Rico. You should call to confirm
