When people talk about US New' top ranked schools, they are really talking about the research rankings. You create a mess if you try to evaluate dual ranking systems together. If you look at primary care rankings, you will note that the more prestigious schools don't rank that high -- Harvard isn't in the top 10, Penn isn't in the top 15, JHU, U Mich, Cornell aren't even in the top 20. Thus I would not use the primary care list as the yardstick if you want to rank your choices consistently with the way people rank the "top" schools.
