I received an email from the Howard representative saying that they received my application fee but that my application will not be complete until they receive my final transcript. I don't graduate until this May. Does this mean that I won't be considered for this cycle? The email actually states
"Once files are complete, the Interview Committee will select applicants to be Interviewed. We will immediately contact those applicants by e-mail or by regular mail.
Once you have been notified that your file is completed, please do not call to ask the status of your application. We will notify you if and when any action is taken on your application."

No, you can apply for 2009 cycle.
I applied to Howard also, but I think they meant you have to turn in your transcript for application right now and when you get your final transcript, you have to turn that in and they have right to decline your acceptance or not.

it would make no sense if someone cannot apply unless they graduate
