Hydrogen bonding weakens covalent bonds?

I was doing practice problems and I ran into a passage where it said that hydrogen bonding lengthens/weakens covalent bonds. I was hoping someone could please explain this concept to me ? Thank you so much.

Well consider that any hydrogen atom participating in H-bonding is also covalently bound to another atom (usually F, O, N). I would assume this is the covalent bond they are talking about getting weaker, since the H is pulled away from the covalent bond and towards the hydrogen bond. Think of it as a tug of war.

I'm not 100% sure but this picture kind of makes sense to me.
