Let's say that I match on match day. Now I see that the best program in the country has an unfilled spot. Can I scramble for that position? Or am I locked out from scrambling since I matched?
I haven't heard anything about this hypothetical situation, but I know that Student Doctor Network is the place to come to find answers to all questions. Do share.

You are stuck. You basically agree to abide by the results of the match. The other program probably wouldnt take you anyhow and then you would be blackballed and your career ruined. I hope that doesnt put a damper on your day!

Also keep in mind the people who have to scramble will find out in advance of the match and the open spots likely will get filled prior to you finding out if you matched.
