I heard many IMG residents in Quebec don't speak French fluently...

I can take a good history in french, I can read well in French, but I'm not quite there when it comes to daily normal conversations... Now I heard due to necessity, Quebec takes in many IMGs who can't speak French... these ppl eventually pick up the language and function well enough. Is this true? I have no problem dedicating a lot of time learning French, and my wife speaks French fluently and can help with that... I'm just worried they might fire me down the line for not being fluent.
