I'd use a commercial service. There are quite a few.

Some reviewers are willing to do some heavy editing but that is the exception and not the rule as they are generally working for free.

Not as much as you might think. According to friends who have had this done, the going rate is about $500 to get a thesis proofread. I expect a paper would be significantly less.

The cost for proofreading is a bit less than the cost for full out editing as the OP describes. There's probably a discount if you offer authorship
