That is a program policy (and a good one). I would encourage you to get another faculty member or supervisor to do so if able- they know you and your goals way better.
I have and no one else can do it which is the only reason I am asking on here.

There are no other psychologists that are faculty in your program or supervised you in practicum that could review materials.
 
Not within my deadline, no.
Seems a bit strange to not have formed strong enough relationships that you can't contact them to say that another of your reviewers fell through and you need some emergency help. Sure, it might inconvenient or difficult for them, but if you have good relationships, at least one of them should be understanding enough to help you, especially since it's an actual requirement of the program and not just something you want. Every faculty member from my program would do this for any student here.
