Is this a good sign that all of your materials have been retrieved? Or does it not matter at all because everyone's stuff is retrieved by this point automatically?

Doesnt matter, will take PDs time ot go through it all. They probably got flooded with 100s of applications, so will take some time to go through them. Plus, just because your app has been downloaded doesnt mean anyone has physically looked at it. Just that they have it in their system. So, give it some time.
