I am not going to answer this question, because I have no experience in this...
...but it is important that you give us 2 important additional pieces of information:
-Are you an IMG or AMG? (Foreign graduates have different rules than their American graduate couterparts). An IMG MUST pass USMLE 1/2/CS BEFORE the Feb. (ROL) deadline.
-Does your school require that you pass the USMLEs to graduate?

Each program has their own rules about whether or not they require people to have passed Step 2 before they rank you. They do it for exactly this reason; they don't want to find out after you match that you are having trouble passing board/licensing exams.
As above, IMGs must pass the test, period.
