if my state was not represented in the 2016 first year class of a med school, are my chances low?

Depends on what school you're talking about. Maybe be a bit more specific and just tell us what school you're talking about. There are schools with major in-state or regional biases, so yes it may matter where you're from or where you have ties to. But sometimes it just works out that a few states aren't represented in a med school class and that has nothing to do with someone's chances from that state.

I'm referring to Loyola which accepts a lot of out-of-state people. I'm from a huge state (Florida) so was surprised it wasn't represented
 
Maybe Floridians do not want to go to school in the great white North

I was actually wondering the same thing. After my research, Loyola seems like a school that matches my goals and values and the location is ideal for me. But as a Floridian as well, I do not want to waste one of my school spots if my chances are extremely low due to my state of residence.
