The process of application to US residencies for foreign grads has been detailed numerous times here and elsewhere. The International forums at SDN will have lots of good information and yes, the USMLEs are required to become ECFMG certified which is required to enter a US training program.

USMLE would enable you to acquire the ECFMG certificate, which is important to get into any residency program in America for an IMG (Certificate is NOT required to just apply for residency). Please tell us something about your credentials, VISA status etc.
