No particular order...let's see...off the top of my head:
Texas Tech, Seton, Univ. Virginia like already said, Columbus/Dayton, Ohio, Metro in Cleveland, there are lots of others. Are you a U.S. citizen? That limits you less if you are. High step 1 also opens lots of doors, obviously. I am a U.S. IMG. Lots of schools will interview IMGs that are interesting or have high step 1 scores, more than won't. Many programs will more likely interview IMGs from their state or region, too. A shorter list from my own experience is programs that outright dislike IMGs and make that well known. Two notorious ones are Baylor, Tufts. Best bet is to have high step 1, be an interesting applicant, and apply very broadly. The worst they can do is say no, and it's not much money in the long run.
