I'm a ca resident and I'm just wondering what advantage does a ca resident have with average stats to state schools over someone that is OOS with stellar stats? And does the same thing apply to private schools in Cali?

Each of the California schools have a significant advantage for in-state applicants for both private and public schools. I can give you the stats.
For example, the 2013 ADEA guide states:
UCLA 1022 instate applicants, 142 interviews, 869 out of state, 16 interviews
UCSF 930 instate applicants, 191 interviews, 873 out of state, 109 interviews
UoP 1213 instate applicants, 188 interviews, 1942 out of state, 73 interviews
USC 1216 instate applicants, 212 interviews, 2247 out of state, 231 interviews
