It depends. Same as undergrad, priv schools don't care where you come from. Public ones that get state funding MUST care and prefer in-state.
 
state schools - yes! (limited number for oos)
private - they don't give a F

unless you're in ga - then you can't even apply unless you're from the state 🙂
