Indiana U supplement apps submitting problem?

I filled out the supplement apps on their website, I paid the free through paypal, but right after click "pay" button on paypal, it gave the error page right away, so I tried to go back to the app to see I can submit it, but cannot find the submit button anywhere and every time I click the "PayPal" button on that page keep giving error.
FYi, they already charged my card for the fee.
Anyone encounter this before?
