It has to do with the policy change with time. The influential voting blocks are seniors, and professional types who gain all the policy benefits. Has there been a serious discussion about cutting back on social security or defence? Education is an easy target. Governments can easily target education. There's a culture among Americans that education is a personal initiative that demands all personal sacrifice.
