Insulin and Glucagon

I thought I knew the difference betwen insulin and glucagon but one of the kaplan solutions threw me off. It says "Glucagon decreases blood glucose levels, and insulin increases glucose levels." Is it an error?? I thought it would be: Glucagon is RELEASED when theres a dec. in blood glucose and it inc. blood glucose levels by converting glycogen to glucose. Insulin is released when there is high glucse levels and lowers it by telling the liver to convert glucose to glycogen.
 
Yes, kaplan is completely wrong. Glucagon causes a raise in blood sugar while insulin causes blood sugar to lower.
