At what stage?

This is a civilian program especially looking for military deferments? Why?

from what I understand, yes. They are looking for military deferments. The reason for this is that the program is approved for 20 or so spots, and only funded for 16. Thus open spots can be granted as long as the military foots the bill. At least that is how it has been explained to me. Hope this helps.

You're not looking for someone with a deferrment. You're looking for someone with a Full-Time-OutService (FTOS) readiology spot. These are exceedingly rare and I doubt you'll find anyone like this. I think most readiologists are either trained in the military or get a deferment, meaning that the civilian institution pays them.

There might be some fellowships that are FTOS out there, but I doubt you'll find a residency candidate.

also is there any other forum besides this one where a program could advertise a spot scenario like this one. any help would be apprecatied.
