So if you've got interfolio and you have letters from last year could you just use them over again? Obviously getting consent from the people who wrote them. Or would they need to submit new ones and/or update them?

Could've sworn i read that you could reuse them as long as you were sure the recommendation letters were solid.
 
Absolutely, positively, get updated letters. If you are reapplying, you should be a new applicant with new skills, experiences, etc. Provide your letter writers with an updated resume and explain to them in detail how you have developed in the past year.

Simply using last year's letters is a pretty good way of not getting in. The large majority, if not every school, keeps all of the applications that they receive. They will be able to see that the letters are the exact same. Definitely do not do that.
