For podiatrists that have worked outside the U.S. and want to come back and work, wouldn't they have to go through the same education in terms of residency and so on or would they have to redo their undergrad and start from scratch?

Your question stem is a bit ambiguous, but to cut to the core the real question is did this person graduate from an American podiatry school. A variety of international educational backgrounds lay claim to the word podiatrist. Only graduates of American podiatry schools can practice in the states as a podiatrist. Individual states will have their own requirements concerning licensing and residency requirements to practice.

The way you phrased your question is quite revealing. Podiatry in the USA is a professional degree, not an undergraduate degree. So no, you would not have to redo undergrad but you would need to redo podiatry school. Sometimes with advanced standing, depending on the country you received your degree from.
