yeah, there are residency programs in most every country. however, if you want to practice in america, you need to get an american license which requires passing steps 1-3 and doing 1 year post med school training (for american med school grads) or 2 years post med school training (for IMGs). these days in america, you can't get a desirable job without being board certified, which at a minimum is 3 years post med school training.
 
prehysteric's answer is correct but I suspect your question is whether there are residencies focusing on international health.

I know of several FP programs with international health tracks. One can also take an MIH (master of international health).

I do not believe there are full residencies focusing on international health, however.
 
Is a growing subspecialty of EM, mostly focusing on helping developing countries create their own EMS systems and ERs. USC has a pretty good website about what they do, as do many other programs.
