Internship Application Question

When applying to internships, are the writers of recommendations supposed to send the letter directly to the sites, or should they return a sealed letter to the applicant, and the applicant includes the letter in the application?

That answer depends upon the set of instructions you receive from each site. In my experience, internships were very specific about how they wanted to receive applications and corresponding materials.
