The reason they want it is to determine state residency (or not). If you are an NY state resident, you need to bring them proof. That is why they ask for your health insurance, license and car registration. I think it'd be more important after you got accepted to prove in-state residency. I know this is why they want it because I don't have a car (I drive either my brother's car or my father's truck, depending on what I can borrow) so I asked them if the car registration was necessary and they said since I was out of state and not trying to claim in-state residency, it wasn't as pertinent.
