They can respond if they want to, and I would think a reply is just being cordial, without any indication of being good or bad... don't overthink things. Just send one if you want to and then push it out of your mind and focus on your next interview.
 
I’ve mostly gotten pretty dry and basic responses lol. Trying not to think too much about their potential underlying meaning
 
I had some interviewers reply to me saying it was a pleasure meeting me. Didn’t think anything of it but just wanted opinions from others.
 
Means nothing if they don't reply. Don't read into it. One faculty interviewer straight up told me I was getting an offer. I sent a thank you note and they never replied.

What schools actually do this? I've had a school tell me not to let a state school "steal me away" but not like straight up an offer.. sounds like that could be a reported incident.
Hmm haven’t heard that one lol. But not sure which schools specifically.
