Are interviews given out first based on merit or are they given out on a first come first serve basis?

A little bit of both. Of course they are given out on merit, but having your app in early helps. It is easier for your app to stand out when they are looking through 500 apps early on, then waiting and trying to compete with 2,500 apps for an interview.
