Just to let people know, I had written Stanford an email asking this exact question: Whether they had sent everything out, Whether not hearing means rejection at this point, etc.
And the secretary replied to my email with a rejection.
So, I'm not sure what this means: 1. I pissed them off with the email (though I believe I wrote it very nicely), 2. They are finished, haven't gotten around to sending the rejections, and the secretary was nice enough to respond to me truthfully, or 3. There is a waitlist, and I was too far down and the secretary just "let me go."
You can interpret this however you want. I think at this point, it's better just to hear the bad news than holding on... especially with all the overlapping dates.
