I don't know about LECOM-B but I know NSU interviews you even though your letters have not been received. What they do is just keep your file after the interview and wait for the letters to come and then make a decision.
LECOM-B will send you a postcard in the mail when everything is in hand-- then they offer an interview, but not until. In fact, they will often send you a post card updating your status (recommendations received, etc.) after a few weeks to let you know if something is missing. That happened to me. One of my professors was pretty slow in sending them out, but I wouldn't have known it if they didn't let me know.
