I was wondering if anyone knows how out of state interviews usually happen? Just because I cannot afford the traveling expense I was wondering if there is a Skype option or if schools usually give you a stipend?

No stipend. You pay out of pocket. Some will do Skype “conditionally” (ie military stationed over-seas, live outside of mainland such as Alaska or Hawaii). Few others may allow a Skype interview given your reasoning, but it’ll come off as “how bad do you really want it”
